Dr Patricia Borġ Cooper is a dedicated diplomat whose career reflects a commitment to representing Malta’s interests internationally. Born on March 20, 1983, in Malta, she has pursued a path in international relations, marked by diverse experiences and a strong academic foundation.

Dr Borġ Cooper’s diplomatic journey began with her academic pursuits. She earned her Bachelor of Laws from the University of Malta in 2007, followed by a Doctor of Laws degree. Seeking to deepen her understanding of global affairs, she pursued a Master's in EU International Relations and Diplomacy Studies at the College of Europe in Bruges, Belgium, from 2007 to 2008.

Dr Borġ Cooper’s diplomatic career is characterized by a series of roles in various countries and international organizations. She started as a Junior Expert in Delegation at the European Commission Delegation in Lilongwe, Malawi, in 2009, where she contributed to rural development and humanitarian aid operations, fostering EU-Malawi relations.

Upon joining the Maltese Diplomatic Corp in 2011, Dr Borġ Cooper served as a Second Secretary at the Ministry for Foreign Affairs in Valletta, Malta where she handled a diverse portfolio, including relations with Gulf countries and engagement with international organizations like the United Nations Alliance of Civilizations.

Subsequently, Dr. Borġ Cooper assumed the role of First Secretary at the Embassy of Malta to Libya in Tripoli from 2012 to 2014. Despite the challenging political environment in Libya, she played a vital role in maintaining Malta’s presence and ensuring Malta’s representation in EU and UN dialogues in Libya. From 2015 to 2016, Dr Borġ Cooper served as Deputy Chief of Mission and Consul at the Embassy of Malta to the United States of America in Washington DC. Here, she focused on strengthening bilateral ties with the United States and Canada, contributing to Malta’s presence in North America whilst providing consular services in the region.  Dr Borġ Cooper’s assumed the role of Counsellor at the Permanent Representation of Malta to the United Nations in New York from 2016 to 2018. In this capacity, she actively engaged in various committees and advocated for Malta’s interests on global issues.

From 2018 to 2020, Dr Borġ Cooper served as Deputy Chief of Mission and Consul at the High Commission of Malta in New Delhi, India. In this multifaceted role, she assisted in enhancing bilateral relations between Malta and India, facilitated cultural exchanges, and managed consular affairs with diligence and care. 

In her role as Head of the Schengen and Visa Unit within the Directorate for Consular Services and Maltese Living Abroad at the Ministry for Foreign and European Affairs and Trade, from 2022 to 2024, Dr Borġ Cooper oversaw visa-related matters and fostered international cooperation, contributing to Malta’s diplomatic efforts.
