Biography

Ambassador Carmelo Inguanez

Carmelo Inguanez joined the Ministry of Foreign Affairs in 1987 as desk officer for the Council of Europe and the Organization for Security and Cooperation in Europe (OSCE) and later served as its Head of Unit. Between 1990 and 1995 he served as First Secretary at the Embassy of Malta and Permanent Delegation of Malta to the EC in Brussels. He was later posted as Counsellor at the Embassy of Malta in Tunis where he served till 1998.

On his return to Malta he occupied a number of positions within the Ministry. He was Assistant Director at the Office of the Permanent Secretary and during Malta’s EU accession negotiations he was seconded to the EU Negotiations Secretariat at the Office of the Prime Minister as EU Negotiations Co-ordinator (External Co-ordination). In 2003 he was appointed Director of Protocol and Consular Services. Between 2006 and 2009 he served as Director General, European and Economic Affairs.

In 2009 Carmelo Inguanez was appointed Ambassador of Malta to the Russian Federation. In 2011 he was appointed Ambassador of Malta to Italy with accreditation also for the Food and Agriculture Organization (FAO). In July 2013 he was appointed Ambassador of Malta to Tunisia. As from 1 July 2016 he has served as the Permanent Representative of Malta to the United Nations. On 8 December 2019 Carmelo Inguanez was appointed Malta’s Ambassador to France.

Carmelo Inguanez is a graduate with Honours in Public Administration from the University of Malta (1980-85). He holds a post-graduate Diploma in Foreign Service Studies (International Law, International Trade and Finance, and International Politics) from the University of Oxford (Green Templeton College 1987-88), and a Masters degree in Public Management from the Université Libre de Bruxelles (ULB) 1990-91.  In 2002 he followed a short-term specialization course on the European Union at the Ecole Nationale d’Administration (ENA) in Paris.

Throughout his diplomatic career, Carmelo Inguanez was awarded various decorations including those of Grande Ufficiale Ordine al Merito della Repubblica Italiana, Officer of the Order of the Three Stars of the Republic of Latvia, Member of the Order of the Cross of Terra Mariana III class of the Republic of Estonia, Officer of the Order of the Republic of Tunisia, and Commander of the Order of Merit of the Republic of Cyprus. He has also been awarded the Medal of the Ministry of Foreign Affairs of the Russian Federation “For the Contribution to International Cooperation”.

Carmelo Inguanez was born on 19 December 1961 in B’Kara, Malta. He is married to Odile Sammut and has three children.​
